十四屆全國人大四次會議2026年3月5日在北京人民大會堂開幕，會上全國人大常委會副委員長李鴻忠作關于中華人民共和國國家發展規劃法草案的說明。

The 14th National People's Congress, China's top legislature, opened its fourth session on March 5, 2026 at the Great Hall of the People in Beijing. Li Hongzhong, vice chairman of the National People's Congress (NPC) Standing Committee, delivered explanatory remarks on a draft law on national development planning.

【知識點】

用中長期規劃指導經濟社會發展是我們黨治國理政的重要方式。黨的十八大以來，以習近平同志為核心的黨中央高度重視國家發展規劃工作。黨的二十大和二十屆三中、四中全會對健全國家經濟社會發展規劃制度體系、強化國家發展規劃戰略導向作用等提出明確要求。

國家發展規劃法是以憲法為依據，規范國家發展規劃制定、保障國家發展規劃實施的基本法律。制定國家發展規劃法是更好發揮中國特色社會主義制度優勢的必然要求，是在國家發展規劃工作中踐行全過程人民民主的重要舉措，是堅持好完善好運行好人民代表大會制度的現實需要，是更好發揮國家發展規劃戰略導向作用的內在要求。

制定國家發展規劃法遵循以下原則：一是堅持黨的全面領導特別是黨中央集中統一領導。二是堅持規劃法定原則。三是堅持實踐導向。四是堅持統籌協調。
