人力資源社會保障部、財政部近日印發(fā)《關(guān)于進(jìn)一步做好企業(yè)年金工作的意見》，明確鼓勵引導(dǎo)各類企業(yè)、社會團(tuán)體、基金會、民辦非企業(yè)單位以及其他符合條件的用人單位及其職工，按照規(guī)定建立企業(yè)年金，擴(kuò)大企業(yè)年金制度覆蓋范圍。

China recently released guidelines to broaden access of its enterprise annuity system to more workers. The guidelines, jointly issued by the Ministry of Human Resources and Social Security and the Ministry of Finance, allow all types of enterprises, social organizations, foundations, private non-enterprise institutions and other eligible employers to establish enterprise annuities with their employees.

企業(yè)年金是用人單位及其職工在依法參加企業(yè)職工基本養(yǎng)老保險的基礎(chǔ)上，自主建立的補充養(yǎng)老保險制度，是我國多層次多支柱養(yǎng)老保險體系的重要組成部分。我國企業(yè)年金制度自2004年建立以來，政策不斷完善，覆蓋范圍不斷擴(kuò)大，參加人數(shù)逐步增加，基金實力持續(xù)增強。人社部數(shù)據(jù)顯示，截至2025年三季度，全國建立企業(yè)年金的用人單位17.5萬戶，參加職工3332.05萬人，積累基金4.09萬億元，初步顯現(xiàn)補充養(yǎng)老功能。

《關(guān)于進(jìn)一步做好企業(yè)年金工作的意見》提出擴(kuò)大企業(yè)年金制度覆蓋范圍、簡化建立程序、推動基金安全規(guī)范運營等重要內(nèi)容，更好發(fā)揮企業(yè)年金提高退休人員收入水平、積極應(yīng)對人口老齡化的重要作用，增強包容性、靈活性和便捷性。

實施積極應(yīng)對人口老齡化國家戰(zhàn)略，發(fā)展養(yǎng)老事業(yè)和養(yǎng)老產(chǎn)業(yè)，優(yōu)化孤寡老人服務(wù)，推動實現(xiàn)全體老年人享有基本養(yǎng)老服務(wù)。

We will pursue a proactive national strategy in response to population aging, develop elderly care programs and services, and provide better services for elderly people who live alone. By doing so, we can ensure that basic elderly care is accessible to the entire elderly population.
