2025年3月5日提請十四屆全國人大三次會(huì)議審議的政府工作報(bào)告提出，持續(xù)推進(jìn)“人工智能+”行動(dòng)，支持大模型廣泛應(yīng)用，大力發(fā)展智能網(wǎng)聯(lián)新能源汽車、人工智能手機(jī)和電腦、智能機(jī)器人等新一代智能終端以及智能制造裝備。

Vowing to advance the AI Plus initiative, the government work report submitted to the third session of the 14th National People's Congress for deliberation on March 5, 2025 pledges to support the extensive application of large-scale AI models and to vigorously develop new-generation intelligent terminals and smart manufacturing equipment, including intelligent connected new-energy vehicles, AI-enabled phones and computers, and intelligent robots.

2024年，“人工智能+”行動(dòng)首次被寫入政府工作報(bào)告。2025年政府工作報(bào)告進(jìn)一步提出持續(xù)推進(jìn)“人工智能+”行動(dòng)。“人工智能+”代表了一種全新的合作模式，即將人工智能技術(shù)與其他行業(yè)或領(lǐng)域有機(jī)結(jié)合，以創(chuàng)造更多價(jià)值。這種整合不僅限于將現(xiàn)有的人工智能技術(shù)應(yīng)用于特定領(lǐng)域，更在于通過結(jié)合不同領(lǐng)域的專業(yè)知識(shí)和數(shù)據(jù)，實(shí)現(xiàn)互補(bǔ)和協(xié)同效應(yīng)，推動(dòng)技術(shù)和行業(yè)的共同進(jìn)步，培育新質(zhì)生產(chǎn)力和經(jīng)濟(jì)增長新動(dòng)能。而“行動(dòng)”二字的提出，更是強(qiáng)調(diào)了“人工智能+”的實(shí)踐要求。落實(shí)“人工智能+”行動(dòng)，意味著我國將基于大模型、大數(shù)據(jù)、大算力技術(shù)，實(shí)現(xiàn)人工智能在各行各業(yè)的落地應(yīng)用，從而提升產(chǎn)業(yè)自動(dòng)化水平，降本增效，促使數(shù)字經(jīng)濟(jì)再上新臺(tái)階。

我國目前已初步構(gòu)建了較為全面的人工智能產(chǎn)業(yè)體系，截至2024年12月，人工智能核心產(chǎn)業(yè)規(guī)模已接近6000億元，產(chǎn)業(yè)鏈上下游的企業(yè)數(shù)超過4700家，覆蓋芯片、算力、數(shù)據(jù)、平臺(tái)、應(yīng)用等各相關(guān)環(huán)節(jié)。

2025年政府工作報(bào)告提出持續(xù)推進(jìn)“人工智能+”行動(dòng)，就是要抓住人工智能技術(shù)突破的機(jī)遇，使我國的數(shù)字技術(shù)與制造優(yōu)勢、市場規(guī)模優(yōu)勢充分結(jié)合，推動(dòng)人工智能大模型的廣泛應(yīng)用，努力推動(dòng)人工智能真正能夠賦能千行百業(yè)、走進(jìn)千家萬戶。產(chǎn)業(yè)賦能方面，要讓人工智能盡可能在工業(yè)、農(nóng)業(yè)、服務(wù)業(yè)中利用起來，積極支持大模型在垂直領(lǐng)域的開發(fā)和應(yīng)用，讓人工智能真正賦能產(chǎn)業(yè)轉(zhuǎn)型升級，賦能新質(zhì)生產(chǎn)力。終端應(yīng)用方面，要推動(dòng)智能網(wǎng)聯(lián)汽車、AI手機(jī)、AI電腦、智能機(jī)器人等新一代智能終端快速發(fā)展。場景培育方面，2025年將開展新技術(shù)新產(chǎn)品新場景大規(guī)模應(yīng)用示范行動(dòng)，在確保安全前提下，加快人工智能在低空經(jīng)濟(jì)、教育培訓(xùn)、醫(yī)療健康等多場景應(yīng)用。
